This Week’s Conclusions and Decisions

Concept illustration; not an actual meeting or news photograph.
Separate currency exposure from fuel costs
MRP’s USD sell reference rose 2.83% over 12–15 October. CSO’s Yangon diesel series fell 10.30% over 12–16 October. Requote by payment currency and fuel grade.
→Test availability behind infrastructure announcements
The refinery launch and port plans are supply-side developments. Keep existing procurement assumptions until actual deliveries, schedules, quality and end-to-end charges are confirmed.
→Check return-to-work documents and next week’s dates
The report on workers returning abroad requires individual checks. Training registration opening on the 20th and an oil fair on 20–22 October are different milestones, not confirmed outcomes.
→What changed—and what remains unresolved
Coverage: 12 October 00:00 to 16 October 23:59 MMT. Publication and event dates are separate. Events outside this week are not recounted as new simply because a daily issue included them.
| Published | Case | Date/status distinction |
|---|---|---|
| 12 Oct | Workers’ re-departure report | Covers the preceding three weeks; not a new law’s effective date |
| 13–14 Oct | Dawei airport and seafood logistics | Visits/plans on 12–13 October; flight and export outcomes unverified |
| 15 Oct | Refinery launch and port plans | Events on the 14th; commercial availability remains to be checked |
| 15 Oct | Oil fair and training notices | Events/registration begin the following week or later |
| 16 Oct | School solar and rehabilitation | Solar handover on the 15th; beneficiaries are year-to-date |
Last week focused on electricity constraints, manufacturing PMI and a planned cold store. This week’s infrastructure announcements do not establish operating hours, freight rates or orders. Changing last week’s cautious assessment requires contract terms and evidence of actual service.
Five daily issues: 36 placements, 31 distinct cases after deduplication. Market tables, translations and index references are excluded.
Counting cases
Nine cases have publications this week, one tracks an event scheduled this week, and one is a continuing deadline/correction. An event listing is not a new outcome. Last week’s PMI and cold-store plan are background comparisons, excluded from the 11 cases.
Market references: Friday’s endpoint is missing

Market Rate Plus, MMK per USD 1 or JPY 1. Buy/sell refer to the provider buying/selling foreign currency. Historical rows use the displayed update date. The 17 October check still showed the 15th. No Friday value is imputed; changes are observed-interval changes, not a complete weekly return. Original shop, cash-counter equivalence and terms are unverified.
Analysis | USD sell moved 4,522→4,650, +128 MMK (+2.83%); JPY sell moved 28.70→29.55, +0.85 (+2.96%). Both cover 12–15 October. Firms with foreign-currency bills should check quotation expiry and settlement dates. This issue does not establish executable rates or access to hedging.
Illustration | A USD 1,000 bill differs by MMK 128,000 at these two sell references. This is amount × rate change, not realised profit/loss including fees and settlement terms. JPY liabilities and remittance receipts require separate calculations.

What the comparison can establish
The change between update dates in one MRP series is measurable. It does not establish execution for a given size, payment method, delivery location or fee. Record both quotation and payment timestamps next week to distinguish budget variance from execution variance.

|---|---|---|---|---|
| Gold 24K | MMK/tical | 7,100,000 | 7,100,000 | 0.00% |

| Yangon diesel | MMK/gallon | 22,500 | 20,183 | −10.30% |
| Groundnut oil Special / A May Htwar | MMK/viss | 31,500 | 32,000 | +1.59% |
CSO Yangon series, 12→16 October, keeping grade and original unit constant. Gold: 24K, Shwe Bon Thar Street market; buy/sell side and shop unspecified. Fuel outlet unspecified; diesel is non-premium. No gallon-to-litre or pyi-to-kg conversion. Published references are not firm counter quotes.
Analysis | Currency pressure does not mean every input cost rose. Published petrol and diesel prices moved in opposite directions. Fix grade, location, delivery cost and payment date when comparing suppliers. Unchanged gold/rice observations apply only to these series, not every shop or grade.
Different checks for households and firms
Households compare the same product and pack size. Restaurants add usage and waste; carriers add fuel consumption by vehicle. CSO’s published series does not include individual supply contracts or inventory costs. Check a written quote to see whether Friday’s diesel change reaches the next delivery.
Equities: Friday’s rebound lifted the index above Monday
YSX Main Board, 13:00 MMT closes. Monday 834.30→Friday 841.09: +6.79 (+0.81%). Against the previous Friday’s 826.13, the change is +1.81%. These have different starting points. Pre-Listing Board is excluded.
Analysis | Friday recovered 17.84 points from Thursday’s 823.25. An index of a limited set of issuers is not a measure of all households or businesses. Check security-level liquidity and execution conditions separately; this is not a trading recommendation.
Bonds: a separate measure
Government bond prices: unverified. Latest auction interest/yield: latest figures could not be read and verified from the original results. Price, coupon/rate and yield remain separate; missing data is not zero or unchanged.
Logistics plans: test the complete route
Facts and limits
Facts | GNLM’s 13–14 October reports covered Dawei airport upgrades and proposed seafood air transport. Its 15 October report described improved rail access to Thilawa. These are separate projects. Scheduled flights, cargo acceptance, rail start dates and through-rates remain unverified.
End-to-end time
Analysis | For seafood, delays in collection, cold storage, clearance or last-mile delivery can erase the benefit of a shorter flight. Rail access to a port should likewise be assessed on total elapsed time including handling queues and final delivery.
Comparison steps | proposal
Reader checks | Obtain end-to-end quotes for the same commodity, weight and temperature. Confirm custody, delay liability and payment after acceptance. Use a trial shipment to record time and damage/spoilage. Hold a route change without a timetable and responsibility map. This is a proposed test, not a verified improvement.
Overseas work: plan for return-to-work delays
Scope of the report
Facts | The Irrawaddy reported on 12 October that over 300 overseas workers had been unable to depart again during the preceding three weeks, mainly over tax/remittance evidence. This is independent reporting, not verification of the original directive or universal application. Publication is not a new rule’s effective date.
Impact channels | analysis
Analysis | Employers may face gaps, workers extra accommodation costs and families delayed income. The reported count cannot establish a probability or average delay. A contingency assignment and agreed contact date are more useful than assuming one guaranteed return date.
Before booking | proposal
Checks | Ask the relevant authority about documents and covered periods for the destination and individual status. Reconcile names on tax/remittance evidence and leave permission; check booking changes. Share personal data only as needed. Do not promise departure while requirements remain unresolved.
Refinery and solar: the next evidence is operational
Refinery
Facts | GNLM reported on the 15th that Thanlyin refinery Phase I was commissioned on the 14th. Actual production, commercial deliveries and quality tests remain unverified here. Analysis | A possible additional supplier is not yet a basis for lowering the fuel budget. Compare delivered price, specification and reliable volume.
Solar equipment
Facts | GNLM’s 16 October report described a 15 October handover at Insein No. 6 high school: 54 panels, three inverters and six batteries. An unclear generation unit is omitted. Analysis | Equipment counts cannot establish runtime. Check load in kW, usable storage in kWh, conversion losses and cloudy-day operation.
Illustrative check | Usable storage of 10 kWh with a constant 2 kW load gives a loss-free upper bound of five hours. Conversion losses and reserve limits reduce it. These are not the school’s equipment values. Compare warranty, replacement cost and protected operations before buying.
Agri-food: bring quantity and quality requirements
Food Systems Forum · 16 OCT
The official programme scheduled the Food Systems Forum for 16 October at Wyndham Grand, Yangon. Forum approval is separate from general registration. Outcomes and contracts remain unverified. Treat the event as a lead, not proof of demand; consolidate product, buyer grade, logistics, acceptance and payment into one specification.
MEOMA · 20–22 OCT
GNLM’s 15 October report scheduled MEOMA’s edible-oil fair for 20–22 October on Min Ye Kyaw Swar Street, Lanmadaw, and Yanshin Street, Yankin. Prices, hours and quantity limits are unverified. CSO’s specified groundnut-oil series rose 31,500→32,000 MMK/viss; that is not a quote for the fair’s products.
Comparison method | Compare the same oil type, purity and net quantity including delivery. A lower unit price can increase waste if stock expires before use. Base order size on normal usage, storage and returns. Do not convert viss to litres without a valid basis.
Briefs: read what each number actually measures
Standards: cumulative is not newly mandatory
The 1,131 national standards are cumulative, reported by GNLM on the 15th from remarks on the 14th. They are not all newly mandatory. Check product-specific number/version, buyer/import-country requirements and effective date before budgeting testing or certification. Original list and mandatory scope are unverified.
Rehabilitation: year-to-date figures
GNLM’s 16 October report described the Myitkyina rehabilitation centre. Its 170 people supported in 2026, including 75 receiving assistive devices, are year-to-date—not this week’s new users. Eligibility, referral, fees and waiting time need facility confirmation. Capacity and users were not independently checked.
A shared reading rule
A cumulative total describes scale; a weekly increment describes change. Do not calculate ratios across different populations, periods or regions. Standards counts do not prove export growth, and beneficiary totals do not reveal spare capacity. Return to the conditions a reader can actually use.
Next week: distinguish opening dates from deadlines
20 OCT · VFRDC
VFRDC’s vegetable/seed-production training in Yemon, Hlegu opens registration on 20 October; course dates are 1 November–28 February 2027 (GNLM, 15 October). The 20th is not a closing date. Verify eligibility, capacity, fees, opening time and travel burden. Yield/income gains are not guaranteed.
Expired and corrected
Closed items | ITD-1/2026 e-government software tender closed on the 15th at 13:00 MMT. Document sales ran 6–15 October; the 14 October daily’s “ends on 14th” was corrected on the 15th. No extension verified; it is not an open opportunity. JITCO’s 13 October application deadline has also passed.
Proposed next steps | Requote currency payments for fixed amounts/dates; obtain through-rates and custody terms for logistics; check each worker’s documents. Start small when conditions are clear. Hold expansion if price, delivery or quality remains unresolved. These are editorial proposals, not assigned or completed actions.
